Vera Donini

Vera Donini (born 1965) is a Kaskivian politician and economist who has served as the Prime Minister of the Republic of Kaskiv since 2018. The leader of the Social Democratic Party (SDP), she is the second woman to hold the office, succeeding her political rival, the conservative Elena Fiori.

Donini is widely characterized as “The Modernizer.” Her administration has focused on diversifying the Kaskivian economy away from its historic reliance on natural gas exports and agriculture, advocating for a transition to a high-tech, service-based model.

In foreign affairs, Donini maintains a complex and often strained relationship with Kaskiv’s primary neighbor and economic partner, the Divine Republic of Kresimiria. While she recognizes the economic necessity of the energy trade, she is a vocal critic of the authoritarian policies of Kresimirian Chair Ari Stov, particularly regarding digital surveillance and human rights. She secured a second term in 2023, leading a minority government in coalition with the Green-Left Alliance.

Early Life and Academic Career

Vera Donini was born in 1965 in San Branik, the capital of the Republic. She came from a family of secular academics; her father was a professor of history who had written extensively on the Collapse of 1918.

She studied Economics at the University of San Branik, graduating with honors in 1987. Her early career was spent in urban planning. During the 1990s, under the administration of PM Silvio Ponti, she published several influential papers criticizing the “Gas Curse,” arguing that the easy wealth generated by the Trans-Republic Pipeline to Kresimiria was stifling domestic innovation and fostering corruption.

Political Rise

Donini entered parliament in 2004 as an MP for San Branik-North. She quickly rose through the ranks of the SDP, becoming the Shadow Minister for Economy in 2010.

She became the leader of the SDP in 2015, following the party’s third consecutive defeat to Elena Fiori and the Liberal-Conservative Party (LCP). Donini rebranded the party, moving it away from its traditional labor union roots toward a broader coalition of urban professionals, students, and environmentalists.

The 2018 Election

The 2018 general election was a contest of contrasting visions. The incumbent, Elena Fiori (“The Iron Lady of the Steppe”), campaigned on stability and the protection of the gas industry. Donini ran on the slogan “Beyond the Pipeline,” proposing massive investment in renewable energy and digital infrastructure.

Aided by voter fatigue after 14 years of LCP rule and corruption scandals linking Fiori’s cabinet to Kresimirian oligarchs like Bran Maj, Donini led the SDP to a narrow victory. She formed a majority government and took office in May 2018.

Domestic Policy

Donini’s first term was defined by the San Branik Digital Charter, a legislative package designed to attract tech investment from the Kingdom of Kruhlstutt. She also strengthened the secular constitution, removing the remaining tax exemptions for religious institutions, a move that drew condemnation from the Council for Divinity across the border in Sinj.

Relations with Kresimiria

Donini adopted a policy of “Economic Realism, Moral Distance” regarding Kresimiria.

  • The Pipeline Dilemma: Kresimiria buys 60% of Kaskiv’s natural gas to power National Energy plants and the Novi Otonik steelworks. While Donini could not afford to cut these ties, she refused to offer the preferential tariffs that Fiori had granted.
  • Human Rights: Donini openly criticized the 2015 Digital Vigilance Act. In 2019, she granted asylum to several journalists fleeing the Council for Education’s censorship, allowing them to establish the “Free Kresimiria Press Office” in San Branik. This led to a diplomatic freeze, with Kresimirian Chief Diplomat Luka Tot threatening trade sanctions.
  • The Horvatin Alliance: Donini forged a close personal and political alliance with Vesna Horvatin, the leader of the Kresimirian opposition (CRF). The two leaders frequently meet in San Branik, presenting a united front of liberal technocracy against the conservative establishments of their respective nations.

The 2023 Election and Coalition

By 2023, the Kaskivian economy had slowed due to global fluctuations in gas prices. In the 2023 election, the SDP lost its absolute majority, securing only 78 of 200 seats. The LCP, led by Giovanni Russo, surged in the rural provinces.

To remain in power, Donini negotiated a coalition deal with the Green-Left Alliance, a radical environmentalist party.

  • The Coalition Deal: The Green-Left agreed to support Donini on the condition that Kaskiv commits to phasing out gas exports to Kresimirian heavy industry by 2035. This pledge has caused significant alarm in the Maj Holdings boardroom and the Kresimirian Council for Growth.

Second Term (2023–Present)

Now governing a minority coalition, Donini faces a precarious balancing act. She must satisfy her Green partners’ demands for decarbonization while preventing an economic war with Ari Stov’s Kresimiria, which has threatened to blockade Kaskivian agricultural exports if gas supplies are threatened.
