Luka Tot

Luka Tot (born 1968) is a Kresimirian diplomat and politician serving as the Chief Diplomat of the Republic (head of the Council for Foreign Affairs) since 2014. A prominent member of the Blue Dawn technocratic faction, he is a close ally of Assembly Chair Ari Stov.

Tot is widely credited with modernizing Kresimiria’s trade policy, shifting the nation away from the isolationism of the 20th century toward a strategy of “commercial engagement.” He rose to national prominence in the 2000s for securing critical trade agreements with the Kingdom of Kruhlstutt, which facilitated the influx of technology and luxury goods that defined the post-Sanjakorin economic boom.

As Chief Diplomat, Tot has pioneered the doctrine of “Digital Sovereignty Export,” acting as the primary international salesman for Kresimirian surveillance technology, specifically the KresiX operating system developed by YakaSys.

Early Life and Local Politics

Luka Tot was born in 1968 in Kromine, the administrative center of District IX. Born into a family of mid-level civil servants, he attended Sinj University, graduating with a degree in International Relations in 1990.

His political career began at the district level. In 1996, he was appointed to the Local Chamber of Foreign Affairs for District IX. In this role, he worked to secure export licenses for the region’s agricultural cooperatives, navigating the complex bureaucracy of the National Grain Trust to sell Decelska grain to the Republic of Kaskiv. His efficiency and willingness to bypass traditional red tape caught the attention of the central government.

Rise in the Council (2000–2014)

In 2000, Tot was promoted to a National Council Member within the Council for Foreign Affairs in Sinj. He specialized in western trade relations, advocating for a relaxation of the strict tariffs that had protected Kresimirian industry since the 1980s.

Trade Envoy to Kruhlstutt

Following the passage of the 2006 Import Tariff Revision Act, Tot was appointed as the Special Trade Envoy to the Kingdom of Kruhlstutt. Based in the Kresimirian consulate in Kruhlstadt, Tot spent eight years negotiating the Voka River Trade Protocols. These agreements streamlined customs procedures at the Cetingrad border crossing, allowing for the rapid importation of advanced electronics and precision machinery.

In 2014, following the resignation of the previous Chief Diplomat, Ari Stov—then the newly elected leader of Blue Dawn—advised Chancellor Kresimirovic IV to appoint Tot to lead the Council.

The Tech Diplomacy Doctrine

Tot’s tenure has been defined by the alignment of foreign policy with the commercial interests of the Kresimirian tech sector. He has aggressively marketed the KresiX operating system and YakaSys surveillance packages to other authoritarian regimes in the region, framing them as tools for “Digital Sovereignty” against foreign interference.
