Background
Investigative reporting and Diet questions had long alleged that Creuzholz export licences were rubber-stamping chip shipments later recovered inside YakaPhones and Daemon hardware. The Ministry of Trade argued licensing was a non-justiciable foreign-commerce prerogative. The Digital Ecology Front sought judicial review and production of licence files.

The Federal Administrative Court held that export licensing is reviewable administrative action, ordered targeted disclosure of supply-chain and end-use certifications, and found that several licence classes had been issued without adequate diversion-risk analysis. The Ministry complied under protest; corporate intervenors appealed and lost leave.
Legacy
