Vanc won the 2008 mayoral election in the wake of the 2006 Import Tariff Revision Act, which devastated local mining wages. He channeled voter anger into a modernization platform, promising to pivot Bistrica’s economy toward timber processing and digital media ventures like Northfocus, winning a comfortable majority against a weakened Blue Dawn.

He succeeded Joakim Hedstrom, who had defeated the scandal-plagued incumbent Darko Horvat in 2000.
