The Lake Syndicate is an organised crime network operating primarily around Lake Vokavovic, the large body of water that forms part of the border between the Divine Republic of Kresimiria and the Kingdom of Kruhlstutt.
For decades, the Syndicate has controlled the illicit flow of goods across the lake, exploiting the porous maritime border and the heavy industrial traffic of nearby Bistrica.
History and Operations
The Syndicate emerged in the early 1970s during the economic stagnation of the Ante Brov era, initially focusing on smuggling luxury goods, foreign cigarettes, and untaxed Kresimirian Brandy across the lake into Kruhlstutt.
Operating out of hidden coves and utilising modified fishing trawlers and fast river barges, the Syndicate easily evaded the underfunded Kresimirian maritime border patrols. By the 1980s, under the strict import bans of Ljubo Sanjakorin’s government, the Syndicate expanded into smuggling industrial parts, foreign currency, and banned political literature.
During the height of the Bosken insurgency, the Syndicate occasionally collaborated with the BRC-21 and later the Bosken Liberation Front (BLF), moving weapons and operatives across the lake for exorbitant fees. However, the Syndicate remained strictly mercenary, refusing to align ideologically with either the insurgents or the state.
Corporate Entanglements
The Syndicate’s survival is largely attributed to its deep ties with the legitimate industrial sector in Bistrica. It is widely rumoured that mid-level managers at Maj Holdings and Northern Power routinely use Syndicate barges to bypass federal export quotas or move off-the-books capital.
In the late 1990s, the Civil Order Force launched “Operation Deep Water,” a highly publicised crackdown that resulted in the arrest of several low-level captains. However, the Syndicate’s leadership remained untouched, protected by a web of bribes and blackmail involving local port authority officials.
Today, while fragmented by internal rivalries and the increasing surveillance of the YakaSys network, the Lake Syndicate remains a powerful shadow economy in the northern districts, controlling the black market docks and extortion rackets along the industrial shoreline.
