The State v. Wrba

The State v. Wrba (1993) was the corruption trial of former District V Senator Mlada Wrba after her catastrophic defeat in the 1992 election. The District V Court unanimously convicted her of fraud and embezzlement arising from the Vijrje Restoration Scandal.

Background

Wrba and Vijrje Mayor Stevan Pozar diverted more than ₭15 million in heritage-restoration funds through the shell firm “V-Construction” into private villas and luxuries. Pozar resigned in late 1991, pled guilty in The State v. Pozar, and supplied ledgers. Wrba clung to office until voters reduced her to 1.2%, stripping immunity.

Holding

Two months after the election Wrba was charged with eighteen counts. In 1993 the District V Court convicted unanimously (7–0) and sentenced her to twelve years with forfeiture of the villa and related assets. Appellate leave was denied. She served her term in Sinj State Penitentiary.

Legacy

Nationally the case was read as an establishment purge that nonetheless failed to save Blue Dawn’s Moskiprovac machine; locally it remains synonymous with betrayal of the 1931 memorial square. Pozar’s cooperating plea and Wrba’s hardline denial form the paired cautionary tale of the scandal. Historians often group it with the contemporaneous Decelska prosecution The State v. Palic as part of the 1992–93 Blue Dawn prosecutions. The prosecutions directly prompted Chair Ljubo Sanjakorin’s 1994 Shell Reform Act. Catalogue: Landmark Cases.
