Red Shore is the common name for iron-oxide and chemical runoff along the eastern shoreline of Lake Vokavovic beside the Foundry District of Cetingrad, and by extension for the political and media controversy around that pollution. The phrase also titles a Northfocus documentary series (2011–2012) that named Vokamet and parent Maj Holdings as the principal dumping operators, prompting the libel action Vokamet v. Northfocus.
It is distinct from “Red Water” — SeverMin bauxite-tailings contamination around Bistrica litigated in the Red Water Class Action (1998) — and from SeverMin’s later “Red Flood” public-relations label for the 2018 Shaft 9 spill.
The shoreline
Lake Vokavovic’s eastern embankments feed cooling water and waste lines into the Combined yards now operated as Vokamet. From the mid-1990s, after Maj Holdings’ privatisation of the former Vokavovic Iron & Steel Combine, untreated iron oxide, slag liquor, and chemical effluent reached the littoral in volume large enough to stain concrete, kill near-shore beds, and leave a persistent red-brown band visible from the Foundry District tenements. Municipal swimming bans cover the city waterfront.
Foundry District clinics linked rising respiratory and dermal complaints to airborne and shoreline exposure; Northern Power organisers treated the discoloration as industrial disease rather than weather or carp die-off. Photographers working for northern outlets, including early Rijad Turk assignments for the Free North Dispatch, documented shoreline families from the late 1990s onward — before the phrase had a national documentary brand.
Municipal waivers and mayoral politics
Mayor Said Klopje (1993–1998) issued municipal waivers that exempted Combined discharges from ordinary federal dumping rules, accelerating the stain that locals already called Red Shore. After the 1998 Cetingrad Steelworks Incident and Klopje’s flight, Mayor Igor Cvetkov (1998–2012) kept the yards open and treated Red Shore primarily as a public-relations problem rather than a shutdown threat.
By 2012, visible worsening of the littoral and Foundry District illness helped Silvija Bujan win the mayoralty for Northern Power on an environmental-liability platform aimed at Vokamet. Her successor, Maj-aligned independent Robert Lujek (2022–Present), has used municipal police against Northern Power protests along the Red Shore and outside Vokamet gates while leaving discharge politics largely untouched.
Northfocus documentary (2011–2012)
Northfocus, based in Pulma, expanded years of Red Shore reporting into a documentary series of the same name, broadcast in 2011–2012. Episodes identified Vokamet as the dumping operator, Maj Holdings as the directing parent, and Managing Director Dragan Huljak as the local executive who signed waiver and overtime paperwork. The northern band The Black Lungs had released an album titled Red Shore in 2008; Northfocus used that material as soundtrack when the series reached wider distribution.
Vokamet, Maj Holdings, and Huljak sued in the District VIII Court for interlocutory terrestrial injunctions and damages. The court granted temporary bans 4–3 in April 2012; the Appellate Tribunal vacated the prior restraint 5–2 in September 2012, holding that private interlocutory gags over reporting on national waters conflicted with the Constitution’s Natural Resources article, without recognising a free-speech right. Residual damages claims settled confidentially in 2013 without a retraction. The fight increased national awareness of the shoreline crisis even as Maj Holdings retained plant-level control in Cetingrad.
Distinction from Red Water
Federal and northern discourse sometimes collapses “red” industrial nicknames. Red Shore is a Zahodecelska lake-shore problem tied to steel runoff and Maj/Vokamet ownership. Red Water is a Severnivaraje catchment problem tied to SeverMin bauxite tailings and the 1998 class action led by then-lawyer Syv Iric. The two share Northern Power campaign frames and Northfocus coverage habits; they do not share a defendant, a water body, or a court file.
Legacy
Red Shore remains a weekly protest geography in Cetingrad, a standing Northern Power talking point, and a standard cross-reference in articles on Vokamet, Lake Vokavovic, and District VIII municipal elections. Swimming stays banned along the city front; illegal or under-permitted dumping continues to be reported after the post-1998 federal regulatory tightening that followed the steelworks incident.
