The Chair of the Assembly (Kresi: Predsjednik Skupštine) is the presiding officer of the Assembly of the Republic and the de facto head of government of the Divine Republic of Kresimiria.
While the Divine Chancellor serves as the Head of State and holds significant executive powers (such as the veto and the appointment of Councillors), the Chair of the Assembly manages the legislative agenda, controls the national budget, and directs the day-to-day political affairs of the nation. In modern political terms, the Chair functions similarly to a Prime Minister.
Since the founding of the Republic in 1921, the office has been held exclusively by the leader of the largest political party—first the RPP, and subsequently Blue Dawn.
Selection Process
The Chair is elected by a simple majority vote of the 20 Senators at the first session following a general election (or upon the death/resignation of the incumbent).
By convention, Senators vote strictly along party lines for their own party leader. Consequently, the leader of the party with the plurality of seats invariably becomes the Chair.
- Coalitions: In rare instances where no party holds a majority (such as the hung parliament of 1992), the Chair is selected through coalition bargaining.
Powers and Duties
- Legislative Control: The Chair determines which Proposals are brought to the floor for a vote and sets the debate schedule in coordination with the Federal Archive.
- The Budget: The Chair drafts the federal budget. While the Council for Growth provides data, the Chair decides the allocation of funds to the districts.
- Liaison to the Chancellory: The Chair is the primary link between the legislature and the Divine Chancellor, meeting weekly to ensure that passed legislation will not be vetoed.
History of the Office
The office was shaped by its first holder, Filip Novak. Novak used the Chairmanship to build the institutions of the state, establishing the precedent that the Chair—not the Chancellor—drives political policy.
Since the dissolution of the RPP in 1951, the office has been the exclusive domain of Blue Dawn.

The Civic Renewal Front came closest to capturing the Chairmanship in 1992, when they tied Blue Dawn with 6 seats each. However, Sanjakorin secured the support of the minor regionalist Northern Power to retain the position.
