The Civic Sanctian Youth, commonly abbreviated as the CSY, is a massive, state-sponsored youth organization in the Divine Republic of Kresimiria. Established in 1965 under the administration of Blue Dawn Chairman Leon Rukavin, the CSY ostensibly functions as a civic scouting program dedicated to environmental conservation, public works, and community service.

The Sons of Kresimir (SoK) and Vjetrusa factions were furious, viewing the peace process as a cowardly surrender of Kresimirian culture.

Rukavin recognized that he desperately needed to offer the right-wing establishment a tangible, highly visible concession to prove Blue Dawn’s commitment to national unity and Kresimirian values.

He found the perfect vehicle in a proposal drafted by his close ally, Vladi Korunic. Korunic, the liberal Senator for Sinj and an environmentally conscious urban planner, envisioned a youth corps dedicated to civic beautification and nature conservation. Rukavin seized upon the idea, brilliantly fusing Korunic’s environmentalism with strict religious and state loyalty.

The 1965 Civic Sanctian Youth Corps Act

In 1965, Rukavin and Korunic co-sponsored the Civic Sanctian Youth Corps Act. The legislation established the CSY under the jurisdiction of the Council for Education, mandating massive federal funding to establish local “Troops” in every municipality across the ten districts. They march beneath the official CSY flag, a white Vjetrusa bird on a blue background, and utilize a specialized, sharp hand-salute when addressing their adult Troop Leaders.

The Indoctrination and Surveillance

While the physical activities focus on nature, the evening curriculum focuses entirely on state ideology.

The CSY camps serve as intense incubators for Kresimirian orthodox thought. Children are required to memorize and recite vast, complex passages from the Books of Kresimir. They are frequently assigned mandatory essays praising the divine wisdom of the reigning Divine Chancellor and the historical perfection of the 1921 Constitution.
