Elena Kolar (born 1968) is a Kresimirian politician who served as Mayor of Vijrje from 2016 until her resignation for health reasons in early 2023. A Civic Renewal Front (CRF) municipal liberal, she ended twenty-four years of Vjetrusa control of the “Concrete City” before Blue Dawn reclaimed City Hall under Sadmir Arzensek.
Mayoralty (2016–2023)
Kolar won the 2016 mayoral election by promising technocratic logistics reform and a closer working relationship with Vijrje City University after voters tired of Vjetrusa populism that had failed to fix mid-century transit grids. Her administration leaned on CRF-style market liberalism: tendering transit upgrades, courting university partnerships, and keeping federal Blue Dawn patronage at arm’s length.
Critics argued she never secured the heavy federal infrastructure grants Vijrje’s brutalist core needed. In early 2023 she resigned citing severe poor health, triggering the special election won by Arzensek’s Blue Dawn slate.
