Jakov Mornar was a Kresimirian administrator who served as the founding Mayor of Cetingrad from 1922–1938. Running as an Independent in the Republic’s inaugural municipal era, he stabilised the lakeside city after unification and laid administrative foundations for its later transformation into a heavy-industry hub.
Mayoralty (1922–1938)
Mornar’s sixteen-year tenure focused on integrating Cetingrad’s fishing economy into federal customs regimes, building the first municipal harbour offices, and negotiating district-capital status within District VIII (Zahodecelska). He avoided party factionalism during the 1924 SoK schism and the 1932 CRF breakaway, treating City Hall as a neutral logistics authority.
By the late 1930s, federal planners pressed for industrial zoning along Lake Vokavovic. Mornar declined a further term in 1938, yielding to RPP moderniser Stjepan Brod, who began the waterfront works Leon Rudar would later complete.
