Leon Rudar was a Kresimirian central planner who served as Mayor of Cetingrad for twenty-two years (1950–1972), one of the longest industrial mayoralties in the Republic. Running first on the Revolutionary People’s Party (RPP) ticket before the party system consolidated into Blue Dawn, he executed the state’s vision of the lakeside city as a strategic industrial node.
Mayoralty (1950–1972)
Rudar inherited waterfront clearance work begun under Mayor Stjepan Brod and completed Cetingrad’s transformation from a fishing port into a heavy-industry hub. His administration dredged the harbour for deep-draft barges, built rail links to coal fields in Severnivaraje, and deliberately strangled the remaining freshwater fishing fleet through industrial runoff — forcing labour into state-owned smelters overseen by the Council for Development.
The brutalist Foundry District tenements of the 1970s were laid during his final decade in office. He retired in 1972 and was succeeded by industrial administrator Vladimir Kos, who managed peak foundry output before the plants decayed in the 1980s.
