1963 Special Election In District VI

The January 1963 District VI special election was held in Viskogorje to fill the Senate seat vacated by the death of General Dominik Loncar, founder of the Vjetrusa party and a signatory of the 1921 Constitution. Loncar died in early 1963 at the age of 84, only months after winning re-election in the 1962 general election while in declining health.

The by-election took place under Assembly Chair Leon Rukavin, whose coalition had ratified the 1961 Treaty of Brod Moravice the previous year. Vjetrusa had already transferred day-to-day party management to Senator Dragan Senar before Loncar’s death. Nationalist commentators treated District VI — Loncar’s home district and the party’s western anchor — as a measure of whether Vjetrusa could hold its base without its founder; a loss would have reduced the party to a single Senate seat nationwide ahead of further vacancies later in 1963.

Candidates

Haret Trn stood for Vjetrusa. A retired army colonel from Viskogorje who had served under Loncar’s command, Trn had returned to the district in the late 1950s after graduating from the University of Dubica-Viskogorje. Party organisers selected him as Loncar’s successor on the grounds of his military record and local roots. His platform centred on continuing Loncar’s opposition to the Brod Moravice settlement and on preserving the district’s defence industries.

Blue Dawn nominated Duzek Calic, a Lipovljana party operative running to complement the long-serving Senator Rukavin, who retained the district’s other seat. Calic campaigned on Rukavin’s record of demilitarisation and Treaty implementation, presenting Blue Dawn as the stable governing choice for a district that had backed the Chair since 1942.

Miljenko Tarin contested the seat for the Bistrice People’s Party (BPP). A forestry engineer from the logging community of Vjet, Tarin had polled 8.9% in the 1962 general election and entered the special election as a regionalist alternative to both Vjetrusa nationalism and Sinj-centred Blue Dawn patronage. His programme emphasised local control of timber resources and opposition to the resort development then spreading through Lipovljana.

Zuzana Slifkina stood for the Civic Renewal Front (CRF) on a liberal platform of Treaty compliance and expanded civil liberties. She drew limited support in a district where forestry and military identity dominated local politics.

Breakdown by District

District VI (Viskogorje)

Turnout in the January 1963 contest exceeded the figures recorded in District VI during the 1962 general election, according to contemporary Assembly returns. Haret Trn won 51.2% of the vote — enough to capture the seat outright under the district’s plurality rule — and became Vjetrusa’s only newly elected senator of the year until the party faced a second vacancy in District VIII five months later.

Trn finished 18.1 points ahead of Blue Dawn’s Duzek Calic (33.1%). Miljenko Tarin increased the BPP’s share from 8.9% to 12.2%, establishing a foothold among forestry workers that he would build on after the BPP merged into Northern Power later in 1963. Slifkina’s 3.5% marked the CRF’s weakest showing in the district for a decade. Trn’s victory kept Vjetrusa represented in Viskogorje but did not restore the party’s pre-1962 seat count; by June, the death of Senator Senar would force a second western by-election and leave Trn as the party’s most senior remaining senator.
