1964 Special Election In District X

The April 1964 District X special election was held in Moraviskameja to fill the Senate seat vacated by the resignation of Nadja Vrasch, leader of the Bosken Liberation Front (BLF). Vrasch stepped down on 1 March 1964, one month after the torture and murder of a junior aide during the 1964 AFIM Kidnappings.

The by-election tested whether the BLF could hold its base without its co-founder. In the Assembly, Haret Trn of Vjetrusa and Davor Banit of the Sons of Kresimir had called for suspension of the Treaty of Brod Moravice and accused the BLF of complicity in AFIM violence. Assembly Chair Leon Rukavin, negotiating budget concessions with Northern Power, needed a stable BLF delegation to defend the settlement in District X. The party nominated former BRC-21 field commander Petar Volkmann, who won 84.5% of the vote.

Candidates

Petar Volkmann stood for the Bosken Liberation Front. Born in Sprodvice in 1922, Volkmann had commanded the Southern Hills Brigade of BRC-21 during the 1950s and backed Vrasch’s ceasefire faction before the 1961 Treaty. Party leader Lutz Diekwisch drafted him after Vrasch’s departure, arguing that the BLF required a figure with militant credibility to counter AFIM recruitment among demobilised veterans. Volkmann campaigned on defending the Treaty while isolating hardline separatists, and rarely spoke on policy beyond affirming Moraviski abstention on military budgets.

Janus Reis contested the seat as an independent. Local press described him as a retired postal clerk from Brod Moravice who ran on direct accountability to municipal councils, without party affiliation. He placed second with 12.3%.

Edvard Jabloka stood for the Civic Renewal Front. The CRF fielded a symbolic candidate in a district where the party had never held a seat; Jabloka’s materials emphasised constitutional order and federal oversight of the Land Restitution Commission, but attracted limited support among Bosken voters.

Petar Karatovic stood for Blue Dawn. Blue Dawn’s District X organisation nominated Karatovic — a former civil servant in the Sinj Treasury liaison office — to test whether any Kresimirian-affiliated candidate could compete in Moraviskameja three years after the Treaty. He received 1.4%.

Volkmann entered as the BLF’s unanimous choice and faced no serious party competition in a district where BRC-21 and its successor had dominated senatorial selection since 1924. Reis’s second-place finish reflected residual independent sentiment in Brod Moravice’s administrative class rather than a viable alternative to the BLF.
